SO I think, chicken wire.
With the right chicken wire build, you could have an area for cats, completely safe from predators.
You could make it high, you could build the fence high.
You could have some type of roof.
No owls could get in.
No coyote,
No foxes .
THe next step would be
“Don’t break off more than you can chew”
Only rescue the number of cats you could afford to feed and to medically take care of.
All dependent on the money.
Make sure that each and every one of them were ok, on the long term.
Drag speakers out and play for them,
Give them as much freedom as safety allows, vaccinate and control their breeding.
Put an end to the inherent cycle that brought them to this Earth.
The “not caring”.
Mere oversight, too much to worry about, can’t worry about that.
