If you can break into the electrical room of any newly constructed building, you can locate the cell dialer and break open the cover.
Then you can find the SIM card, typically AT&t, you can remove the SIM card and put it in your cell phone.
The SIM cards are bought out for 2-year activation.
Then you would have free cell phone service for 2 years.
Or…
If you worked at a place with many of these dialers lying around..
If you were that type of individual.
If.
Two years without a bill.
You could even have your own 800 number..
If you were shady like that..
